Availability of WebExtensions API in upcoming mobile release

Short answer: I don't know. Normally the API data is available on MDN's
Browser Support for Javascript APIs page
but `allowPopups...` is unfortunately missing and the version info is not
available on the specific `allowPopups...` MDN page

#webextensions might be a good place to ask. Or, looking at the blame, it
looks like :bsilverberg [1] implemented this so perhaps you could ask them

That being said, given the functionality, I'm surprised this doesn't *just
work* on Android in 57 – perhaps it's a bug!
