Usage statistics to remove menu items

Some people certainly do use "Reload All Tabs", because we've 
gotten bug reports when it's broken. That said, I think we 
should remove it and allow users to install extensions if they 
still want to use it.

That said, if you do want to check how often it's actually used, 
you can add UI telemetry for it:
