This is not defined by the specification. In general styling of form
controls is a giant mess. An initial take that does not allow for
styling but could be extended to allow for it using pseudo-elements
seems sufficient. Those that want full control over rendering would
never use the builtin element anyway.
If someone has the cycles to figure out coherent form control styling
though that would be great. The web badly needs it. Especially for
accessibility it's a huge pain that everyone creates their own
controls out of a set of <div> elements.
