PSA: e10s will soon remain active in safe mode

Hello all,

When somebody reports a problem with e10s[1] that we've not seen before,
we often ask the user to disable their add-ons to see if the problem
goes away. This is because there are still quite a number of
e10s-incompatible add-ons out there, and they might be reacting in very
strange ways.

Unfortunately, the easiest way to disable the add-ons (safe mode, via
Help > Restart with Add-ons Disabled) also happens to disable e10s.

This adds confusion, and the potential for us to miss important e10s
bugs that are not necessarily caused by add-ons. I believe there's been
at least one occasion where safe mode caused us to erroneously assume
that a problem was occurring due to an add-on. Leaving safe-mode and
bisecting those add-ons resulted in us having all add-ons manually
disabled in non-safe-mode, and the bug persisting. That was a lot of
wasted time.

Anyhow, we're going to keep e10s enabled in safe mode. The bug for this
is, but please
raise any concerns with this solution here in this thread.
